The ocean thing is more of a  novelty argument for self replicating seabed harvesting and processing industry-

Aquaculture and abundance of marine life makes ocean based civilisations virtually self feeding- which centralises the population right atop a food source that can be Kilometres of layers deep.

Accessing materials to expand Oceanic Civilisations is arguably more complicated than on land; where strip mining and building materials exist closer to the surface- there's an argument to be made that land access is relatively costly- setting up an oilfield on terrain that somebody wants to use for farming, or prospecting gold below somebody's mansion or in the right below a major city makes acquiring land base resource access more difficult to aquire-

There's also the matter of land based distribution of resources being sparse and irregular; well that's true about mineral deposits globally- in case of land; this means setting up infrastructure transit networks; road/rail/shipping to move all the materials to a centralised plant for processing/manufacturing.

In case of oceanic based harvesting, since the production/processing facility floats- it can move between resource deposits from oceanic ridges/subduction zones to gather whichever materials needed. Production likewise centralised, since the floating civilisation can host all steel mills/manufacturing plants to build/service the undersea excavators.

Both production of equipment on land and ocean is still rigorously more energy expensive than in space where there's no friction and lower gravity that makes extracting and transporting all the materials to a centralised processing hub cost drastically less energy.

There are closer, more immediately accessible resources within oceanic environments- shoals/ocean ridges and shallow seas like the Mediterranean/Baltic/Gulf are easier to operate undersea extraction equipment than in deep ocean.

In the Cost/Benefit margin- getting energy from the ocean is easier through localised Wind/Undersea Turbines, Hydro-Electric/Wave Energy, Geothermal Vents, and the wealth of Hydrocarbon deposits, than it is to build similar renewable energy sources on land. Tides/Winds in mid ocean are considerably stronger than coastal areas/on land.

This makes powering machinery easier- since the powersupply, is directed centralised on the floating platform to power the onboard processing/production facilities, and networked undersea harvesting drones.

The energy and materials cost to operate specailty machinery under oceanic pressures makes the upfront buy in costs more expensive than land based systems, but this is offset by the later ease of centralised oceanic production when the robotic systems can begin self replicating with easier access to materials and energy supply than from land.

Of course, compare this to automated self replicating space drones, where the environmental requirements are drastically less energy/ reinforced materials intensive for machinery to operate in a low gravity and no friction space environment with abundant and unfiltered solar power.
